Improving the thermal performance of a listed building requires more than choosing the most efficient glass available. The proposed work must also protect the property’s special architectural and historic interest.

For most period properties, the central question is whether to:

  • Retain the original windows and install secondary glazing for sash windows; or
  • Remove or substantially alter the originals to install replacement double glazing.

In practical terms, reversible secondary glazing is usually the more conservation-compatible option. It leaves original timber, period glass and external detailing intact while providing substantial improvements in comfort, draught control, heat retention and noise reduction.

Replacement double glazing can be acceptable in some unlisted properties within Conservation Areas. However, it is frequently resisted for listed buildings because modern sealed units alter the proportions, reflections and fabric of historic windows.

The final decision rests with the local planning authority and, where relevant, the conservation officer. No installer should guarantee consent without reviewing the building, its listing and the proposed specification.

Why replacement double glazing is often rejected

1. The profiles are too thick

Traditional sash windows use slender timber sections. Their glazing bars, meeting rails and sash stiles form an important part of the building’s architectural character.

A double-glazed unit requires two panes, a spacer bar and a sealed perimeter. Even slimline heritage units need more depth than traditional single glazing. This can result in:

  • Thicker sash sections
  • Wider or altered glazing bars
  • Reduced glass area
  • Chunkier meeting rails
  • Changes to the way the window opens and closes

On a listed building, these changes can be considered harm to the building’s special interest. A replacement window may look broadly similar from a distance but still fail close inspection by a conservation officer.

2. Double glazing creates a different reflection

Historic glass often has subtle variations, waviness and irregular reflections. These characteristics contribute to the appearance of period façades.

Modern double-glazed units create two reflective surfaces separated by a sealed cavity. This can produce:

  • A darker or more mirror-like appearance
  • Double reflections
  • A visibly thicker glass edge
  • Unusual reflections across individual panes
  • A flatter, more uniform appearance than the original glass

For a prominent elevation, these differences may be visible from the street. Conservation officers generally assess the cumulative effect across the façade, rather than considering each replacement window in isolation.

3. Original fabric may be lost

Historic England and local conservation guidance generally place priority on repair and retention. Original timber, handmade glass, glazing bars, shutters and mouldings are all potential evidence of a building’s history.

Installing replacement double glazing may involve:

  • Removing original sashes
  • Cutting into historic timber to accommodate thicker units
  • Replacing original glass
  • Altering pulley stiles or staff beads
  • Disposing of repairable components

This loss is permanent. Even a carefully made replacement cannot recreate the exact material, craftsmanship and patina of the original window.

Why secondary glazing is usually more conservation-compatible

Secondary glazing adds a separate, independently framed pane to the inside of the existing window. The original sash remains in place and can usually continue to operate normally.

A properly designed system is:

  • Internal
  • Discreet
  • Reversible
  • Independently sealed
  • Compatible with original glass and timber
  • Adaptable to shutters, deep reveals and unusual openings

This approach follows the conservation principle of making the minimum necessary intervention. It improves performance without pretending that the historic window is a modern replacement unit.

Planning permission

Planning permission controls development and external changes. Secondary glazing is installed inside the building and normally does not alter the external appearance. It therefore often has no planning impact, including in many Conservation Areas.

Replacement double glazing can change the appearance of the façade. In a Conservation Area, planning permission may be required, particularly where Article 4 Directions remove permitted development rights.

Listed Building Consent protects the special architectural and historic interest of a listed property. It can apply to internal works as well as external alterations.

Reversible secondary glazing may not require consent where it is installed without damaging historic fabric. However, this is not universal. Some local authorities require Listed Building Consent for secondary glazing, particularly where fixings affect historic joinery, shutters or panelling.

The sensible process is to:

  1. Confirm the property’s listing grade and extent.
  2. Check whether it is within a Conservation Area.
  3. Review any Article 4 Direction or estate controls.
  4. Prepare a clear specification showing the system’s location and fixings.
  5. Request written confirmation from the local authority or seek pre-application advice.

What does reasonable practicability mean?

Building regulations and energy-efficiency policy recognise that historic buildings cannot always be upgraded in the same way as modern construction.

The principle of reasonable practicability requires a proportionate balance between:

  • Improving energy performance
  • Protecting historic fabric
  • Preserving architectural character
  • Maintaining the building’s long-term significance
  • Avoiding technically inappropriate alterations

This does not mean listed buildings are exempt from energy improvements. It means the chosen solution should achieve a meaningful improvement without causing unacceptable heritage harm.

Thermal performance: secondary glazing compared with double glazing

Traditional single glazing can account for a significant proportion of heat loss through an older façade. Draughts around the frame can make the problem worse by allowing uncontrolled air movement and creating cold spots.

Modern secondary glazing can reduce heat loss through a treated window by up to 70%, depending on:

  • The glass specification
  • The cavity width
  • The quality of the seals
  • The condition of the primary window
  • The size and configuration of the opening
  • Ventilation and heating conditions within the room

In realistic installations, reductions are often around 60–65% compared with single glazing. Low-emissivity glass can improve performance further.

Replacement double glazing can achieve excellent centre-pane U-values. However, the whole-window result is affected by frame design, installation quality and the limitations of slimline heritage units.

The most appropriate comparison is therefore not simply “single versus double”. It is:

For many listed sash windows, the answer is repaired primary glazing plus secondary glazing.

Draught proofing should come first

Secondary glazing is not a substitute for repairing a defective window. Loose sashes, worn staff beads, damaged cords and failed putty should be addressed before the internal unit is specified.

  • New brush seals
  • Sash cord replacement
  • Timber repairs
  • Putty and glazing repairs
  • Hardware refurbishment
  • Secondary glazing where higher thermal or acoustic performance is required

Return on investment and typical costs

Draught proofing is usually the lower-cost first measure. Typical pricing is approximately £150–£300 per window, depending on access, condition and configuration. For many properties, the reduction in heating demand can produce a relatively short payback period, often around two years where windows are substantially draughty.

Secondary glazing is a larger investment, commonly around £400–£800 per window, depending on size, glass type, frame design and installation complexity.

The financial return depends on:

  • Number and size of windows
  • Existing heating costs
  • Occupancy patterns
  • Energy prices
  • Condition of the primary window
  • Whether acoustic and condensation benefits are also valued

Energy savings alone should not be overstated. Secondary glazing also provides non-financial value through improved comfort, quieter rooms, reduced condensation, retained period features and protection against future alteration risks.

Secondary glazing is usually the stronger choice if:

  • The original sash windows are repairable.

  • External appearance must remain unchanged.
  • Traffic or aircraft noise is a significant concern.
  • You need a reversible improvement.
  • You want to combine thermal, acoustic and condensation control.

Consider replacement double glazing only if…

Replacement double glazing may be appropriate where:

  • The building is unlisted.
  • The property is outside a sensitive heritage context.
  • The existing windows are beyond economic repair.
  • The replacement design accurately matches the original proportions.
  • Planning and, where necessary, Listed Building Consent have been obtained.
  • The conservation officer accepts the proposed profile, glass and appearance.

“Heritage” or “slimline” double glazing is not automatically acceptable. It still needs to be assessed against the specific building.

For most Grade II listed homes and period properties in London Conservation Areas, the conservation-safe sequence is:

  1. Repair the original window.
  2. Install professional draught seals.
  3. Retain original glass and timber wherever possible.
  4. Add reversible secondary glazing where greater performance is required.
  5. Discuss the specification with the conservation officer before installation.

Replacement double glazing can improve thermal performance, but it often does so at the cost of thicker profiles, altered reflections and lost historic fabric. Secondary glazing offers a more proportionate route to thermal efficiency for sash windows, particularly when the objective is to improve the building without compromising its character.
